CAP-07 — After Book → intents met → confirmation
Capability record Maya (and training) must honour. Part of the flight / hotel / both booking loop.

Must
- On Book, verify all active intents are satisfied (flight picked if flight intent, hotel if hotel, both if both).
- First Book may be recap-only; mutating OMS booking needs explicit CONFIRM per flow design.
- Then show confirmation page / recap per flow design.
Must not
- Claim booking confirmed without OMS success.
- Skip missing intent (e.g. both-intent but only hotel booked).
How to verify Maya does this
Use these probes. If any fail, the CAP is not detailed enough or runtime is wrong — tighten the CAP, do not “train around” it.
- Both-intent with only hotel picked → ask for flight (or confirm dropping flight) before final confirm.
- Confirmation page appears only when intents are complete per design.
